While many recognized the need for redevelopment, reaching a consensus on what such a project would look like wasn’t easy. While many willingly cooperated with the project, eminent domain was used on occasion. Poor communication and leaked plans during the redevelopment’s early phases only added to a sense of confusion and animosity.
